Forever 21 targets the budget fashion crowd, both women and men.  The stores scattered across town offer trendy yet inexpensive clothes and accessories.  The chain tries to price below the competition for similar items (since most items are private labels it is hard to directly comparison shop).  It will be interesting to see how this strategy evolves as Walmart and Target start moving further up market.
